Anti-poverty groups are fighting against the Halifax city council's proposed law to fine and arrest aggressive panhandlers. They argue that this law will criminalize the poor instead of help make streets safer. Due to the reaction of anti-poverty groups and the discomfort of some city councellors, the whether or not the law will be ratified is up to the Government of Nova Scotia.
