Despite its important contribution to Canada’s social and economic policy goals, housing has become a policy orphan. In this December 2004 report, Housing is Good Social Policy (in PDF), Tom Carter, Canada Research Chair in Urban Change and Adaptation at the University of Winnipeg, and Chesya Polevychok, Research Associate, call for the re-integration of housing policy with other sectors of social and economic policy. The paper traces the interaction of housing with health, education, income security, immigration, employment and community development.
