Homeless win right to camp in parks

The City of Victoria has lost its appeal of a 2008 court ruling that struck down the city's anti-camping bylaws. This means that homeless people have the right to set up temporary camps in public parks if the community cannot provide enough shelter beds. The appeal upholds a new Victoria bylaw that only allows tents to set up at night but it may have effects on the anti-camping bylaws of other municipalities.
