Who benefits from the Nutrition North program?

Nutrition North Canada is a subsidy program run by Indian and Northern Affairs Canada meant to lower the price of healthy perishable foods for Canadians living in remote Northern areas. Nutrition North replaces the old Food Mail program which was administered by Canada Post. The Nutrition North Review Project website is part of a grassroots review of Nutrition North program in Nunavut (http://www.nutritionnorth.org/home). But who benefits from this program and who decides on what is nutritious food?
